1. Cavalier King Charles Spaniel #

Small dogs bark for three reasons: boredom (under-exercised), anxiety (left alone too long), and reinforcement (we laugh when the tiny dog barks, which teaches them barking = attention). The solution for any breed: adequate exercise, companionship, and training from day one. A tired, secure, well-trained dog of any size is a quiet dog.
